Since January 1 2016, Mr. Samson has held the position of Auditor General of the Ville de Québec. Previously, he worked for several years at the Vérificateur général du Québec.
Mr. Samson was Assistant Auditor General since January 2008. In this capacity, he was mainly in charge of value-for-money audits. He led two main directorates that carry out value-for-money audits in key sectors of government activities such health, transportation and state-owned enterprises like Hydro-Québec and Loto-Québec. In May 2015, the main directorate responsible for advisory services and the legal affairs were also placed under his supervision.
From December 2011 to March 2015, Mr. Samson was Acting Auditor General. During those years, he made public three special audits and many value-for-money audit reports, some of which had a strategic character, such as the reports on the analysis of the 2013 and 2014 economic and financial updates. In addition, following an amendment made to the Auditor General Act, he undertook the first value-for-money audit engagements in some government agencies (which were formerly called “enterprises”). He also participated several times in the work of various parliamentary committees.
It was in 1990 that Mr. Samson joined the staff of the Auditor General. He began by working as a professional for six years in Québec, being mainly assigned to value-for-money audits. He went on to accept a management position at the Montréal office; the files on which he worked concerned both financial audits and management audits.
His commitment and versatility bore fruit. In 2003, he returned to Québec where he served as senior director, overseeing some 30 employees. He was entrusted with key sectors, including education, which allowed him to demonstrate his ability to successfully complete particularly demanding assignments.
As for his other professional activities, this experienced manager has contributed to the efforts made by all Canadian legislative auditors to promote the quality of information on performance published in the public sector. Since October 2013, he has been a board member of CCAF-FCVI Inc. In addition, he has hosted training sessions on value-for-money auditing (The Institute of Internal Auditors, the Moroccan Court of Accounts, etc.) on many occasions and has regularly acted as a trainer for the Collège des administrateurs de sociétés.
Before joining the ranks of the Auditor General, Michel Samson worked for two accounting firms. As a partner, he carried out financial auditing work for small and medium-sized businesses in the manufacturing sector.
A member of the Ordre des comptables professionnels agréés du Québec since 1984, Mr. Samson has received many distinctions. Thus, the Ordre des comptables professionnels agréés du Québec conferred on Mr. Samson the CPA Award of Excellence in May 2014 and the FCPA designation in March 2015. In May 2014, he was also presented with the CPA Émérite Award from the Chaudière-Appalaches and the Quebec City CPA Groups.
