My Fellowship

My Canadian placement:

Office of the Auditor General of Quebec (VGQ).

My Canadian audit team:

I was part of a team auditing the integration and job retention of people with disabilities, led by Project Manager Isabelle Bouchard.

My most valuable learning:

I feel that activity planning, the empowerment of stakeholders, and effective communications within the team and with audited entities are essential to successful audits. These are the keys to handling all requirements relating to management, risk reduction, and having a greater impact.

How my Canadian colleagues and mentors helped me:

My integration into the team was easy because of the care shown by all the colleagues. The members of my team showed me how to perform my tasks independently by using the various tools developed by the office; other colleagues, through discussions and field trips, broadened and enhanced my experience of Canada and Quebec. My mentors gave me considerable assistance in helping me remain focused on the subject of my audit project and on formulating criteria that would enable me to draw relevant conclusions.

What I enjoyed most:

My assignment was with the Office of the Sustainable Development Commissioner, where the atmosphere is very friendly and where the officers are extremely competent in a variety of subjects that deal with various aspects of sustainable development. The thinking is extremely thorough and focused on contributing a great added value to the subject being audited and to the entities.

I greatly appreciated my encounters and discussions with Ms. Guylaine Leclerc, the Auditor General, in particular at the annual VGQ Symposium, for her leadership and her ability to innovate and motivate the teams.

My audit plan:The mutual health insurance development component of the Universal Healthcare Coverage program

I developed my audit plan with the assistance of my mentors, Josée Bellemare and Moïsette Fortin, Audit Managers at the Office of the Sustainable Development Commissioner, as well as CAAF Associates David Banyanka and Jean Cinq-Mars.

The connection to my country’s development priorities:

The audit concerns the mutual health insurance development component of the Universal Healthcare Coverage program (CMU) in Senegal. Mutual health insurance providers present an opportunity to improve access to healthcare and funding for the healthcare system while reducing health expenses for Senegalese households.

The CMU is one of the priority projects in the initial priority action plan (PAP 2014-2018) under the Emerging Senegal Plan 2035 because it must contribute to the achievement of the second area of focus: “human capital, social protection and sustainable development.” It is important in the pursuit of the Sustainable Development Goals (SDGs) because of its direct impacts on the achievement of SDG 1 (no poverty), 3 (good health and well-being) and 5 (gender equality).

How CAAF and my host office helped:

As a performance audit novice, I was given training sessions appropriate to my needs by the CAAF and the VGQ to help me understand the methodology of performance audits and assimilate the various stages involved. With the assistance of our mentors, I improved my audit plan to make it compliant with professional standards. The challenge sessions were very stimulating and valued because the comments received made it possible to do a self-assessment and to improve the audit plan.

The skills and knowledge I improved by developing this plan:

The critical thinking and the analysis of underlying causes, together with effective writing, are techniques that I tried to develop throughout the project so that I could create added value in this and future audits that I will be working on.

My future impact:

The new knowledge I’m most excited to share with my colleagues:

The importance of collecting thorough knowledge of business of the audit entity, which I find essential for a proper identification of the audit scope, and focusing on the important elements that provide added value.

The difference I hope to make:

Senegal’s national development plan is structured around three areas of focus, the second of which is “human capital, social protection and sustainable development”. The Universal Health Coverage program, which will be audited, is intended to contribute to the goals pursued in this area of focus by enhancing the social protection and health of the people of Senegal, and the financial viability of the healthcare system. We hope to provide recommendations that will increase the effectiveness of the program in achieving the desired outcomes.

My professional goals:

To conduct quality audits that have an impact on improving public services and contribute to strengthening expertise in my office, the Cour des Comptes.

The most Canadian thing I did was…

Hearing people say that it’s warm when the temperature is -6 degrees.

What surprised me most when I arrived in Canada was…

The kindness of Canadians and Quebecers, who are always extremely attentive. I was pleasantly surprised by how friendly the immigration officers were at the airport.

My favourite cultural experience in Canada was…

A visit to the sugarbush followed by a dog sled race.

What I’ll miss most about Canada is…

The natural areas and my introduction to snow, which I learned to like.

Something few Canadians know about my country is…

Senegal is located on the point of the African continent that extends farthest into the Atlantic Ocean, making it the African country that is closest to the Americas.
