2014-15 Fellows' Arrival and a Special Graduation

Welcome to the 2014-15 Fellows

The 2014-15 Fellows
The 2014-2015 Fellows: Minata Diabor (Ghana),
Evrad Lele Tiam (Cameroon), Ndyanao Mgweno (Tanzania) and Andrew Kellei (Tanzania).

CCAF is pleased to welcome the four 2014-15 Fellows to Canada. They are senior performance auditors from the Supreme Audit Institutions (SAIs) of Cameroon, Ghana and Tanzania (2).

During their nine-month Fellowships, they will be learning about performance audit by undertaking audit team placements at the Office of the Auditor General (OAG) of Canada, participating in a series of professional development courses, and developing audit plans to be conducted in their countries. The Fellowships are a component of the CCAF International Legislative Oversight Program, which is funded by the Department of Foreign Affairs, Trade and Development.

The Fellows arrived in August and hit the ground running, immediately beginning a busy orientation and training period with CCAF before joining the OAG of Canada in September. They have participated in several courses, on topics including governance and accountability, project management, and communication skills, as well as orientation sessions to help them feel more comfortable with day-to-day life in Canada. A course on planning a performance audit helped the Fellows with the first stages of their work on their Fellowship audit plans and included a special session on how to consider gender equality when planning a performance audit. The Fellows also travelled to Toronto for meetings at the OAG of Ontario, the Auditor General's Office for the City of Toronto, and the Institute of Public Administration of Canada.

Financial audit Fellow’s graduation

In August CCAF also said farewell to a graduating Fellow, Rhoda Quaye of Ghana. Rhoda completed a specialized six-month Fellowship at the OAG of Canada, learning about financial and regulatory auditing. She was assigned to an audit group at the OAG of Canada and participated in two of its audits. She also researched how universities and colleges are audited in Canada and visited the OAG of Saskatchewan, the University of Ottawa and KPMG to learn about this topic. Throughout her Fellowship she participated in many of the professional development and cultural activities organized for the 2013-14 and 2014-15 performance audit Fellows, including the meetings in Toronto this August.

Rhoda is now returning to the Ghana Audit Service, the country’s SAI, where she is a principal auditor. She works with the special audit section of the GAS, conducting special assignments and forensic audits in government departments and agencies. In her current role in the Commercial Audit Department, she and her team audit state-owned companies, public boards and corporations, higher education institutions and the foreign exchange receipts and payments of the Bank of Ghana. Before joining the GAS in 2008, Rhoda worked with a private auditing firm. She is a Certified Chartered Accountant and holds a master’s degree in banking and finance.

Upon completing her placement in Canada, Rhoda told CCAF, “The Fellowship is challenging but rewarding.” She found the quality control procedures and the details of documentation and supervision that she observed at the OAG of Canada particularly interesting. “This will help me improve my evidence gathering back home,” she said.

CCAF celebrated Rhoda’s graduation on August 26, with her friends and colleagues from the OAG. We wish her the best as she returns to the Ghana Audit Service. Congratulations Rhoda!


The 2014-15 Fellows

Evrad Prudy Lele Tiam

Evrad Prudy Lele Tiam - Cameroon
Evrad holds two master's degrees, one in law from the University of Yaoundé and one in international finances from the Institute of International Relations of Cameroon. He is also a graduate of the National School of Administration and Magistracy of Cameroon. Evrad joined the SAI of Cameroon in November 2009 and is currently an assistant auditor. He participates in the planning and conduct of audits in the division of public administration inspections. He has participated in some training on performance audit and looks forward to learning much more on this subject through his Fellowship.

Minata Diabor

Minata Diabor - Ghana
Minata has worked at the SAI of Ghana since February 2008. She is a senior auditor and a member of the environmental unit of the performance audit department. She has been involved in audits of the management of prison accommodations, the management of anti-retroviral drugs (as the team leader), the waiting time at district hospitals, and the management of the National Forest Plantation Development Programme. She attended the University of Cape Coast where she earned a bachelor's degree in social science (accounting option). She holds a second degree, a Master of Business Administration (finance) from Methodist University College, Ghana.

Andrew Eligi Kellei

Andrew Eligi Kellei - Tanzania
Andrew is an engineer and holds a master's degree in construction economics and management and bachelor's degree in industrial and civil engineering. In March 2013 he joined the SAI of Tanzania, where he works as a performance auditor. He recently participated in the AFROSAI-E three-module course on performance audit. He is particularly interested in performance audits of development and construction projects, where significant public funds are directed.

Ndyanao Gershom Mgweno

Ndyanao Gershom Mgweno - Tanzania
Ndyanao joined the SAI of Tanzania as a performance auditor in November 2010. She previously worked for a private construction company and is a professional quantity surveyor (cost engineer). She has a bachelor's degree in building economics from Ardhi University in Tanzania (formerly known as University College of Lands and Architectural Studies), and a master's degree in finance from Strathclyde University in Glasgow, Scotland. Ndyanao has participated in the AFROSAI-E three-module course on performance audit as well as various in-house performance audit courses at the SAI. She has been involved in three audit projects: management of outsourced revenue collection in local government authorities; management of procurement of ICT equipment in the public sector; and management of inspection of imported goods as performed by the Bureau of Standards (team leader).
