My Fellowship

My Canadian placement:

Office of the Auditor General (OAG) of Canada

My Canadian audit team:

I was part of a team working on an audit of An Inclusive Public Service for Racialized Employees, led by Principal Carey Agnew.

My most valuable learning:

I changed my traditional approach and mindset regarding auditing, to get closer and closer to the key principles and core values of performance audit, with a clearer vision, especially when considering the audit from more angles (gender equality lens, expectations of third parties, value added to citizens, transparency, government accountability, etc.).

I also developed my personal skills in interacting with others and gained more experience in teamwork for building an effective working environment.

How my Canadian colleagues and mentors helped me:

My colleagues and mentors, through their willingness to share their knowledge and expertise, have encouraged my confidence and brought a broader perspective of different aspects to my audit plan. This was especially through our work on the specific audit I participated in, on An Inclusive Public Service for Racialized Employees.

The feedback and advice I received from my mentors have been significant tools for refining my skills and improving my capacity in audit planning.

What I enjoyed most:

I was impressed with the professional working environment of OAG Canada and the way they conduct and manage an audit, including the way they manage and store the audit documents with a strong IT system.

I really appreciate that CAAF and OAG Canada prioritize and make space for diversity, equity, and inclusion, not only with the international Fellows but also their employees. This allows people from different countries, religions, and ethnicities to come together to contribute to the development of Canada and other countries.

My audit plan:The National Target Program on New Rural Development for 2021 – 2025 in Ba Ria – Vung Tau province

I developed my audit plan project with the guidance of my mentor, Principal Carey Agnew of OAG Canada.

The connection to my country’s development priorities:

With 84% of land in Vietnam being rural areas, and 63% of people living in those areas, rural development has always been a key focus of the Vietnamese government. The National Target Program on New Rural Development is a program that includes socio-economic development, politics, and national security dimensions. It is the primary administrative mechanism by which the Government of Vietnam implements its rural development strategy. Overall, the program is intended as a means to narrow the existing development gap between urban and rural areas, raising the living standard for rural residents and contributing to 9 of the 17 Sustainable Development Goals (SDGs) of the United Nations.

How CAAF and my host office helped:

CAAF and OAG Canada played an important role in supporting me in approaching the auditing processes and procedures, allowing me to develop practical skills and deepen my understanding of performance audit principles with lots of training activities, including the CAAF training courses and participation in a Diversity, Equity and Inclusion team. Mentors and experts provided useful help via comments and questions during challenge sessions, enabling me to improve my audit plan draft.

CAAF and OAG Canada also supported me by offering access to their extensive knowledge base, training materials, and professional development opportunities.

The skills and knowledge I improved by developing this plan:

I considered many different aspects of the audit topic to develop a deeper understanding of the subject matter and plan for a performance audit that is expected to contribute higher value added to the community.

I also developed critical thinking and teamwork skills, including how to strive to eliminate bias in the work environment and collaborate towards a mutual goal.

My future impact:

The new knowledge I’m most excited to share with my colleagues:

The first thing I want to share with my colleagues is the inspiration for a working environment that builds effective collaboration and encourages creation and cohesion, which will support our office’s shared vision, especially the target of training the next generation of excellent auditors.

More specifically, I plan to share my knowledge in performance audit with my team and, over time, with more and more of my colleagues, focusing on core values that performance audit can contribute to government and communities, as well as the methodology to plan and conduct an audit considering many different lenses to produce an effective audit report.

The difference I hope to make:

In the past, SDG terminology was mentioned in some government reports and official websites, but most citizens are not very aware of the SDGs and the importance of gender equality and don't care much about it. However, a large number of citizens care about audit reports, recommendations, and the way that government deals with problems pointed out by audit reports. By thinking about the SDGs and gender equality aspects and embedding them into an audit report, this matter will be addressed and will raise awareness in the community, as well as enhance the accountability and transparency of government.

From the Fellowship, I learned that I can contribute additional aspects to an audit, including considering the gender equality/SDG lens, promoting equity for vulnerable groups, aligning with the priorities in government development strategies, and meeting citizens’ growing demand for performance audits.

My professional goals:

After completing my Fellowship, one of my primary objectives is to foster a collaborative and inclusive work environment. Furthermore, I aim to continuously enhance my skill set and keep up with developments in the auditing field to tackle future challenges.

In addition to my personal growth, I hope to make a positive impact by sharing my knowledge and supporting my colleagues to reach their full potential.

It was an opportunity for me to leave my personal comfort zone and be more aware of the outside, including gaining professional knowledge and being a part of the colourful, diverse cultures in the world.

Mature journey.

Now that I have completed the Fellowship…

I will return to the State Audit Office and contribute as committed, continuing my own journey with new knowledge in my head and sweet memories in my heart.
